I've seen worse, but not much worse or very often.

As long as the contact was maintained, I think yes. The contact is only by a kind of spring pressure and not a clamp, so I think it might be subject to vibration and interruption of the circuit.

Funny thing is .With the guard on the earth depressed the two pin should actually fit in the socket.

I don't think so. Not without some pliers and substantial metal fatigue.
