They want the phone companies to add a 25 cent surcharge on telephone and Internet services to cover the cost of wiretaps on phones and email. This is just another method of *raising* taxes without appearing to do so. They think that by calling it a "fee," instead of a "tax," the gulible taxpayer will find it more acceptable.
