Such a bios couldn't function unless a DRM bios aware OS was present and the bios in theory could require the presence of such an OS before it could boot. Might make any third party OS like Linux not run. Might even make reinstalling a fresh copy of an OS hard as it would be difficult to load an OS on a blank hard drive if you can't boot the installer outside of some factory setting.
