missing desktop cleanup wizard

......greetings to all, have a question..... when I go to display properties page there is no desktop clean up wizard, nor is there one when I right click on any space on display, am using xp pro sp3. Have tried other explanations but none worked several friends said this was "best" site for getting problems solved.......thanks for your time
