Microsoft published support bulletin, Windows Update blocked because of drive reassignment yesterday.  The issue is as follows:

Quote

Inappropriate drive reassignment can occur on eligible computers that have an external USB device or SD memory card attached during the installation of the May 2019 update. For this reason, these computers are currently blocked from receiving the May 2019 Update. This generates the error message that is mentioned in the "Symptoms" section if the upgrade is tried again on an affected computer.
Although the issue will be resolved in a future servicing update for Windows 10, the simple workaround is to remove the external media and restart the May 2019 Update installation.

i thought only an issue if the OS or core folders (such as users\documents) were on the external device.
Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive. It would be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience. ~C. I'm confused.  My computer says it's April, even thought snow is forecast for tomorrow, and Windows' Updates occur on the 2nd Tuesday of the month so May's update is 3 weeks out.  So why are we worried about this now??

No one is worried about it.  Rather, merely sharing the information.  When the Windows 10 May update is offered, if you have an external USB device or SD memory card attached to the device, disconnect it.

Additional update blocks for the May 2019 Update (19H1) are included in Announcing Windows 10 Insider Preview Build 18362 | Windows Experience Blog:

Quote

UPDATE 4/29: Current List of Upgrade Blocks for the May 2019 Update (19H1):

If you have an external USB device or SD memory card is attached to your PC, you will be blocked from updating to the May 2019 Update. See this support article for details. If you remove any external USB devices and/or SD memory cards, the update should proceed normally. This issue will be resolved in a future servicing update for Windows 10. For Windows Insiders, this issue is resolved in Build 18877 and later builds.
If you have older versions of anti-cheat software used with games installed on your PC, you will be blocked from updating to the May 2019 Update. Some older versions of anti-cheat software may cause PCs to experience crashes after updating to the May 2019 Update. This block is specific to older versions of anti-cheat software. We are working with partners on getting their software updated with a fix, and most games have released patches to prevent PCs from experiencing this issue. To minimize the chance of hitting this block, please make sure you are running the latest version of your games before attempting to update the operating system.
If you have redirected any Known Folders (for example: Desktop, Documents, Pictures), an empty folder with that same name is created in your %userprofile% directory when you update. Your Known Folders are redirected if you chose to back up your content to OneDrive using the OneDrive wizard, or if you chose to keep your content backed up during the Windows Out-of-box-Experience (OOBE). You may have also redirected your Known Folders manually through the Properties Dialog in File Explorer. This issue does not cause any user files to be deleted and a fix is in progress

Hello,

The block on USB external drives includes attempting to run the update off of a USB flash drive, as I did.  I ended up having to copy the contents to the internal drive of my primary desktop and running the upgrade from there to update Windows.  That said, after running the upgrade process from the local drive, it upgraded without incident.

I assume this would mean disconnecting an external USB HDD as well. I have one of these to back up my photos and data.

Yes, if you are offered the May/1903 update before the SSU (servicing stack update) has been released to fix the issue, it will be necessary to disconnect the external USB HDD before upgrading.
