ICS will be available for all Gingerbread phones and of course you will be able to install it on any rooted Android device within a week or so.

You must not be reading the same feeds as I am. ICS is huge and the community is going nuts over it. I think ICS will be a game changer for Android as it is the first version available for both tablets and phones. The update has already been issued to several devices including the Motorola Xoom tablet. There have also been some themes that have been released so devices can look like ICS until they get the update.
