It is now possible to schedule an email with Outlook.com.  The instructions below are from BleepingComputer.

To schedule an email for a later date in Outlook.com:

1.  Login to Outlook.com and compose an email.
2.  Before sending the email, click on the drop-down arrow next to 'Send' and select 'Send later.'
3.  A calendar will be displayed, allowing you to specify the date and time you wish to send the email. Select the date and time you want to send the email and then click on the 'Send' button.

This email will now sit in the Drafts folder until it is ready to be sent.

How to cancel or change scheduled emails:

1.  Find the scheduled email in the Drafts folder and click on it to open it.
2.  When you open the email, you will see an option that states 'Cancel Send' with an edit button that looks like a pencil. You will also see the date that the email is scheduled to be sent.
3.  To change the date of when it will be sent, click on the pencil icon.
4.  To cancel the scheduled email, click on the 'Cancel Send' option, and you will be brought to the email composition screen where you can send it immediately, or discard the email.
