i was posting in batl today (7/3 at 9:09am cdst)
and the "quote" button didn't work.
the "code" and "image" buttons worked fine.
i was using i.e. 9 on win 7 64 bit.
ps
"You must enter a topic title longer than 2 characters"
non-working [quote] button - works now.

Are you referring to the quote button on the bottom of each post? Or are you referring to the quote button in the reply editor?

Are you using a scripting blocker of any sort? Have you tried restarting your browser with add-ons disabled?

IE is certainly an odd bird at times. I would go with Adam's suggestion.
And yes, you must use more than 2 characters for a topic. That requirement is also helpful for the search which I believe requires more than 2 characters as well.
